I either weigh down the individual bulbs with lead and lay on the surface of the substrate, or just lay half in - half out the substrate and then let them do their thing. I don't think they like to be buried. If you have more than 1 bulb give them at least a couple of inches space to grow, but I suppose it really depends on what effect you're aiming for.
