Unkillable Cat

I want to build a pair of hills in my aquarium and have looked at what a few other people have done/suggested. The idea I have had is as a base to use a few rocks or gravel in old tights, soil on top, and capped with sand. I thought this would be the best way to avoid anaerobic pockets and would possibly stay in place better than just using substrate to build them up.
Would certain plants hold the substrate in place better to avoid flattening out? or is there another way?
