I'm really surprised, because Ceratophyllum demersum is a UK native.

Yes, "cosmopolitan". On all continents other than Antarctica, and introduced to New Zealand <"Ceratophyllum demersum - Wikipedia">, where it is a "weed".
I've got plenty, although not cv "Foxtail" - <"Blackworm and Asellus buckets">.

The only reason I know about the permit as I sent an email to Tropica, asking me where I can get the Foxtail variety. It was them who informed me. It wasn’t available in the UK
