Fish into new tank

Hi, I have been cycling my tank for 3 weeks now. Ammonia 0, nitrite 0.25, nitrate barely 10.
I was supposed to be pick up some fish tomorrow do you think as long as I test and do water changes. It would be ok.
It's a 250l
2 fluval u4 internal filters
John Inness no 3
Topped with cat litter and sand
Planted with a variety of crypts.
Java fern
Christmas moss
Frog bit
The fish are female bettas
 
Hi all,
Should be all right, you can't trust the results of the test kit however. Bettas have the advantage of being air breathing, so potentially low oxygen levels aren't as much of a problem for them as they are for other fish.

How does your Frog-bit look? Is it a really lush green with thick leaves 3 times as big as 50p piece? If it is you probably need to wait a bit longer.
