Guidance with Chihiros light

Hello, just after a bit of guidance with my light. It's a chihiros A601. It is set at 40cm above the substrate. It is currently on power level 4 of 7.

I have no idea what the par is as I have no meter. Going from the guide on this site, the full power light is 64 par at this depth, so I'm guessing it's around half that. Looking at my plants, the bacopa monnieri is getting leggy with no leaves lower down. I believe this to be a sign the light is too low.

Should I bump it up to level 5 or do other people have experience with this light they could some advice with?
 
Thanks Edvet. I don't add Co2. I do add Easy carbo at a double dose on a daily basis. Flow wise I have most of the plants gently swaying in the breeze.
 
Thank you Edvet. I shall try and adjust my flow and see if that makes a difference.
