Help with tank mates

I have quite a heavily planted 30 litre tank that has been set up for about 2 months. At the moment it just has 6 Otocinclus and a butterfly plec in it, in time I am hoping to add red crystal shrimp and have them breed but the sand at the bottom and around the plant stems is gradually filling up with waste from the fish. I was wondering if there was some kind of corydoras or bottom feeder suitable for a nano tank, that wont uproot the plants, wont eat shrimp and with help with this waste problem.
There is quite a list of things that cant happen there but if there isn't a fish maybe there is some other method of controlling this, I have tried siphoning off this layer but I inevitably take off a layer of sand and well eventually i'm going to run out of substrate...
I would appreciate any help.
