I placed an order a few months ago and found snails in some of their plants: good plants, though.

I think companies add chemicals to kill the snails. I've bought plants from Plants Alive before; never had any problems with snails (but they aren't shrimp-safe):

Shrimps

Our plants are shipped from the Far East and have to be dipped in chemicals to remove snails before exporting. These chemicals are harmless to fish but can be harmful to shrimps and we advise all customers to ensure all plants are rinsed / soaked thoroughly for a minimum of 48 hours before introducing slowly to a tank containing shrimps.

Are foreign suppliers of plants required to add those chemicals (pesticides?) in order to protect the UK ecology?

Anywhere that sells tropica plants is usually good, if you want to be 100% sure then by tissue cultures, more expensive but you get a lot in the pots. Try any of the sponsors of the forum.
