planning a new mountain scape need help with elevation

*Tank measures 70cm wide 60cm high by 45 deep .
*Planning on using Fluval Stratum (already bought)
*Using 10 pieces mixed sizes fossilized wood to created the mountain.

I need two hills at 30cm for the base height on one side and 20cm on the other.th_Untitled-1_zpsdf93045b.jpg
Now this would cost a kings ransom in substrate to use exclusively and since i live by a rail the vibrations it might settle it.

Ive seen expanding foam used as a base ,and a couple other techniques.

I trust the experience here to direct me the right direction .
 
You can make base for rocks from plastic pipes. Put pipes vertically and glue together several pipes to make a solid base of required height. You can put a mesh on top of them to prevent substrate to go inside.

I used terracotta pots from the garden centre filled with the cheapest gravel i could find then top dressed it with my finished rock and substrate, dragon rock and roots.

Was quick and easy and built some serious height for little money. Tallest pot is 12 - 13 inches tall with 3 others working way down in size, till you get to the base substrate.
