Hi guyas anyone know what this is and what the brown growing from the back is ?

Looks like Microsorum pteropus (Java fern), about to grow a plantlet from the leaftip.

do i cut em off? or will they grow into leaves eventually?

It will turn into a plantlet if left.
If you don't want that, just pull it off - it will release easily.

As said above its a plantlet if you leave it to grow it will grow leaves them you can remove it and replant it or get rid.
