Possible Flow issues

I May have some flow issue's in my Trigon 190, I currently have it set up like this

Using Eheim 4+ 350 and a koralia nano 2200 giving approx 3000ltr per hr.
I'm trying to push flow over the surface down the front and back across soil to the outlet, but I'm only getting a little movement at soil level.

My options are add additional powerhead/replace for a more powerful head, or change direction completely?
I went for the above direction because of scape, help keep soil pushing towards the back/corner of the tank.

Is the inlet clear of any rock obstruction?
That should be providing water movement at the substrate zone

You don’t need racing stream effects at the substrate - slow steady flow works just fine

What happens when you add fish food - I like a cube of frozen daphnia ... if it goes everywhere, it’s a good indication that CO2 is also dispersing everywhere
 
with that T and elbows, do you really have improved flow?
