Pruning vallis and stem plants

My vallis is currently working it's way across the surface of my tank. Can I just take a pair of scissors to the leaves where they reach the surface without the whole leaf dying back?

And my wysteria has grown sufficiently that most stems have no leaves on he lower 12" or more. Replanting top sections would be a PITA so if I lop he top off the plants, will that promote leaf growth lower down?
 
Hi, I have been pruning my Vallis since I've had it by just cutting the leaves to the required length. I have never had the leaves die back after, just make sure you make a clean cut with sharp scissors and you shouldn't have a problem. If the lower leaves of the other plant have fell off, then cutting the tops should promote new growth further down the stem. Hope this helps.
