Substrate thinning problems

Hi
I have a heavily planted juwel rio 240 with a tetra substrate capped with pea gravel and have used root tabs, I've had no problems with this until we moved house a few months ago and the substrate has probably slid about a bit and so is deeper in some places and rather scarce in others, in some areas plants tend to uproot easily and are hard to plant, some root tabs have come to the surface too but things are still growing well other than this.
What would be best to do, I have two large pieces of wood and plants all over and I don't have time to pull everything out and start over.
Any ideas?

Hmmm,Maybe add more pea gravel in thin places?
