Understanding how much light one has

Hello guys, i have a tank of dimension 24*15*15 inches and have 3*14w t5he osram and 1*14w blue t5he. the distance from light source to water surface is around 6 inches. Is this light low. medium or high? each tube has around 1200 lumen so it comes to 16.6 lumen/sqr inch
