which size filter for my tank?

im currently thinking about a project for summer (long time i know, but research reseach research) and im thinking about a filter for the tank

i think ive decided on these measurements 36x22x28cm which is 22 liters and 4.5 gallons

which sized external filter would suit & a key point is it must be quite, almost silent

I have a 36 x 22 x 26cm tank, and i use the Eheim 2213.
It' is perhaps a little bit too powerful, but as long as you spread the flow well, it should be fine.

Here is the thread on the tank with the 2213, sorry it's not a particularly detailed journal, i mainly posted it to get opinions on which of the 2 scapes was best.
