filter shifting substrate

I have a layer of sand about 3-4 cm deep covering a layer of tropica growth substrate. My spray bar and power head seem to be slowly shifting sand from the front of the tank and piling it up at the back. I have noticed this before but it was not a problem as I didnt have the layer of tropica underneath the sand and I could just replace the stuff at the front, now im worried im going to disturb the tropica layer. Dose anyone else have this problem?
 
I also have the problem. In my case, I can't reduce the current nor redirect it. So I let it shift the substrate until the slope is steep enough that the gravity prevents any more shifting.
In another word, I have done nothing.
 
I put some decorative pebbles in the way to stop substrate & plants being washed away when I set my tank up. Once the plants (hair grass) had rooted I removed the pebbles.
