Is this enough for a high tech 100l planted tank
3x 350-450 lumen full spectrum 20w led
2x 1600-1800 lumen with 20w
With 90° 120° Lens
3 cm from the water
The tank is 35-40cm deep

You need to convert lumens of your LED's to T5 watts.

A T5HO gives 90lm/W.

Greater than 1-2W T5HO per US gallon is high light.

So for a 100 l tank i need 27-54w t5 this is 2430-4860 lumen

So 100l -> 22US Gals so therefore anything above 44W T5HO (about 4000lumens) would place this tank in higher light region. All a rough figure of course, just to figure out that light is not bright enough or not outrageously bright.

Enough - depends on what do you want to grow; you have almost 50 lumens/litre so theoretically you could grow anything
